"The scavengers that are out there, we're not telling them that
they can't get scrap metal, we're just telling them that they can't take the scrap metal from blue boxes," Wright said.
"It certainly is against our bylaws, the trouble with that is obviously the enforcement," Albidone said.
Wright said one person was fined a few years ago after stealing repeatedly despite being asked to stop.
Albidone said the
bylaw says anything on the curb for pickup becomes the city's property.
